All Chinese residents of these territories, therefore, still

retain their status of Chinese subjects and cannot be dealt with

as if they were British subjects.

The prisoner referred to has been

arrested by the Hsin An Magistrate and I have the honour to

request that you will be good enough to move His Excellency the Governor of Hongkong to detail an Officer, to proceed without

delay with the witnesses to Esin An, in order to facilitate a

fair trial and the due sentence of the prisoner.

I have sent instructions in this

sense to the Magistrate of Hsin An and avail, etc.
